When something is vague,
Sometimes used to soften, but can ironically make it worse.
Like "Be prepared for whatever will happen to you." or something.
Used as a response without being direct. Because direct kills uncertainty, which also makes humans feel quite bad.
Like, uncertainty in law! Eg, what exactly breaks the Hong Kong National Security Law. Technically, any "disagreements" can be classified as "breaking social order" or stuff like that.
I don't really like ambiguity.
PLEASE don't use it as a weapon against the human mind; it will have to consider more options, or potentially plan out the worst case, or many, many situations, or estimate probabilities. It's so painful!
Of course, one reason for this is that you don't actually know, and thus try as accurately as possible. There is a difference between intentional (to annoy) and intentional (to protect), to "protect even by mimicking this to avoid "wrongness"
AI sometimes does this too, like "gain popularity in the media" or something. Even if still obscure. At least not being wrong is usually a medium tradeoff.
