A move used by pretty much all authority figures/systems to maintain their position: Punish all who show even the slightest sign to want to oppress them or the system! School, Government, Bosses, Hitler, North Korea... all use this.
People have to act like they are lesser than they are, "sorry" about violating the unfair rules, and beg for mercy... dehumanizing.
