Procrastination occurs when the will to start a task isn’t strong
enough, or the brain is tired of exerting effort on a specific
task.
You usually delay a task you hate doing. Natural but hated, especially
for stuff related to the irrational education system!

I personally think it is a psychological energy and capacity problem.
Pretty much no human works for extended hours, and they all take some
time off, so they are all pretty much distracted in some way. Also,
interleaving helps.
But, indeed, having mental health problems does affect work efficiency,
so I’m not saying that being a total productivity freak is a good
thing.
It comes from the brain seeing that there is little value to do
something it hates. When something is hell, not doing it is more
pleasurable in comparison. Only when the sense of urgency is high, for
instance homework deadlines (possibly due to restrictions on freedom
otherwise), will the brain actually start doing it.
I heard it's doing something small just to avoid the big thing. The
danger is that longer-duration tasks can be postponed indefinitely!
However, usually, as long as you get things done before deadlines, it
should be fine if there is little stress.
Procrastination isn’t always a bad thing, sometimes it’s logical, for
instance just having an ultra-bad mood so even working would consume
more energy for less output. In that case, just take a break (assuming
it’s not urgent homework with a deadline)!
For instance, trying so hard to perfect a study routine, or study
aesthestics for social media instead of you know, "actually"
studying. What a classic.
At the same time people really like micro-tweaks and doing things that don't take that much time but bring about benefits. Some count it as productive procrastination; others don't. It's tricky.
It is when everything not related to external demands is labelled as procrastination, and everything indirectly linked to it being labelled as productive procrastination. The person thus may self-blame leading to even more problems.
Calm yourself down, or take a nap. Best (yet a bit tough) option is to bore yourself in a stimulus-less room for so long you get the urge to do the thing you hate (like revision)
